Focus Area: Development Policy

Dr. Leipziger was Vice President for the Poverty Reduction and Economic Management (PREM) between 2004 and 2009. In this capacity and in his written work, he focused on the development impact of OECD country polices on the poorer countries and also on the policy responses available to them with respect to international shocks. He has lectured and written on the role of trade and the Doha Round; he has written on the role and effectiveness of official aid and on debt relief; he has been vocal in his desire to better analyze the Millennium Development Goals; and he led efforts in innovative aspects of development policy such as the World bank's Gender Action Plan, its work on governance and Stolen Assets Recovery, and management of the Debt Relief Facility. He has delivered keynote speeches on the state of development policy to the JFK School of Public Policy, the Overseas Development Institute, the Paris School of Economics, the Annual SIDA Conference, The Fiftieth Anniversary of Colombia's Planning Ministry, among others. He led the World Bank's involvement with the OECD's Development Assistance Committee and he is well known to Development Ministers. He participates in numerous global economic symposia on development issues.
